Over the past few years, the City of Phoenix Design and Construction Procurement (DCP) Team has been reviewing processes and procedures that have been in place for more than a decade, and changes have been made to various processes.  Recently, improvements were made to the RFQ process, both within the document itself and with the scoring sheet. This discussion will share the changes that have been made and how the changes impact the selection process. DCP is always looking for ways to improve and to provide the best transparency possible to the public and the industry.

Chris Ewell is deputy director for the Street Transportation Department’s Design and Construction Management Division where he oversees the team responsible for coordinating the design and construction management and inspection of city-funded projects in the right-of-way; including providing survey services and materials testing for the department and other city departments.  Chris is an Arizona native and has dedicated over 20 years of his professional career to the delivery of public facilities to serve Arizona residents. Chris’ experience includes managing projects valued at $170 million and administering over $120 million in capital improvement program grants. He has extensive public outreach experience on projects such as the Echo Canyon Recreation Area Renovations and the Patriots Square CityScape Project – a catalyst for the redevelopment of downtown Phoenix. Chris holds a master’s degree in public administration with an urban management concentration and a Bachelor of Science in landscape architecture from Arizona State University. In his free time, he enjoys hiking with his daughter and playing golf with his son.

Ginger Spencer is the director for the city of Phoenix Public Works department - a department with 1,000 employees. As Public Works director, Ginger manages all major programs and operations for Public Works, including administration, facilities, fleet and solid waste services. Public Works is responsible for providing maintenance and energy conservation services for nearly 700 city facilities and procuring, managing and maintaining the city’s fleet of 7,300 vehicles and equipment. Public Works also provides residential garbage and recycling collection for 400,000 residents, management of the city’s landfills, transfer stations, municipal recycling facilities, compost facility and education and outreach efforts. During her 20 years of service with the City of Phoenix, Ginger has also served as Deputy Public Works Director, Assistant Public Works Director, Arts and Culture Administrator, and Special Assistant to the City Manager. A native of Phoenix, Ginger holds a Bachelor of Arts in Spanish from Arizona State University and a Master of Science in Public Policy and Management from Carnegie Mellon University.
