City Engineer's Update
Dan Cook, City Engineer, City of Chandler
Dan is a registered Civil Engineer in Arizona, California, and Minnesota. He graduated from the University of Minnesota with a Bachelor's and Master's Degree in Civil Engineering. For about 17 years, Dan worked as a consulting engineer in Minnesota and Arizona with BRW, Inc., ASCG, and Wyatt Rhodes. Dan's project experience includes designing bridges, buildings, roadways, and subdivisions, as well as preparing the water resource documents for three Environmental Impact Statements in Minnesota. In 1996, Dan started working for the City of Chandler as a Public Works Engineer. In 1998, he was promoted to Assistant Public Works Director for Transportation and Operations. In 2014, Dan was promoted to his current position of City Engineer.
Rob Kidder, P.E., Assistant City Engineer, Mesa
Rob Kidder has served as Mesa’s Assistant City Engineer since May 2011, with more than 33 years of related private consulting and municipal engineering experience. He currently helps manage a team of over 100 Engineers and Professional Staff in the development, design and construction of a $150M annual CIP Program.

Donna Sullivan-Hancock, P.E., C.I.P. Design and Construction Manager/Principal Civil Engineer, City of Tempe
Prior to her engineering career, Donna graduated from the Scottsdale Culinary Institute and was Executive Chef for Embassy Suites and Hilton Hotels. As a returning student to Arizona State University, she graduated with her Civil Engineering degree in 1996.
Her engineering career began at B&R Engineering, a private consulting subsidiary of Robson Communities. While employed at B&R she achieved the position of Vice President/General Manager and after twelve years she left for a more “service” oriented position with the City of Tempe in 2008. Her present position with the City of Tempe is the Capital Improvement Program (C.I.P.) Design and Construction Manager. She is a registered Professional Engineer in the states of Arizona and Texas.
Donna has been working for Tempe for over nine years now and has over 21 years of combined engineering experience. She currently supervises and directs the City of Tempe Engineering C.I.P. Section, which will execute the design and construction of roughly a $600 million C.I.P. program of over the next five years.
Donna was an American Public Works Association (APWA) Emerging Leader Academy Graduate in 2009. She has served on several APWA committees including Membership, Progressive Women in Public Works, Chapter Awards, and Finance; and was co-chair for the 2015 APWA Phoenix Congress Get Acquainted Party. She currently serves on the Board of Directors of the AZ Chapter.
Donna is certified to Skipper a sailboat of up to 50’ in length; she is a certified advanced scuba diver; and she competes in USPSA practical pistol matches. She particularly enjoys travel to new places; collects Native American art; loves to cook and entertain; and plays guitar, piano, and bells.
